Who relies on independent call evidence

CanaryTel is independent of the answering service, the AI vendor, and the client, so one test produces one set of evidence every party can trust.

Canary Calls are test calls we place and score. Canary Watch, in early access, scores real calls from the data a platform or vendor shares. Both produce evidence that traces to call IDs, timestamps, audio, and transcripts.

Nine parties, one method

Each party needs to prove or verify something different. The tier that fits depends on what it can share.

  • Answering service operators

Operators on Amtelco, Startel, and other platforms: owners, ops directors, QA managers.

    Needs to prove or verify
Prove script adherence to clients, catch drift across hundreds of accounts, and give account managers a retention tool.
    Tier that fits
    Both tiers
    What they receive
Scored Canary Calls per campaign, Canary Watch findings where data access exists, and audit reports you can hand to clients.

  • Clients of answering services

Medical practices and health systems, law firms, property managers, HVAC, plumbing, and home services, and utilities.

    Needs to prove or verify
Vendor oversight: verify that the vendor you pay follows your escalation rules, including at 2 AM.
    Tier that fits
    Mostly Canary Calls
    What they receive
Outside-in test calls that need no vendor integration, with audio, transcript, and dispatch timestamps. Canary Watch applies only with the vendor’s cooperation.
  • AI voice agent providers and AI receptionist vendors

Teams shipping voice agents that take calls for businesses.

    Needs to prove or verify
Regression-test failure paths after prompt, model, or tool changes, and give customers third-party evidence.
    Tier that fits
    Canary Calls and Canary Watch
    What they receive
Scenario results after each change, plus Canary Watch over the webhook integration, the most mature of the early-access integrations.

  • In-house after-hours teams, contact centers, and BPOs

Organizations that run their own after-hours or overflow answering.

    Needs to prove or verify
The same as operators: script adherence, drift detection, and evidence for the clients or business units they serve.
    Tier that fits
    Both tiers
    What they receive
Scored test calls per campaign, monitoring findings where data access exists, and exportable reports.
  • Healthcare compliance, risk management, and liability insurers

Compliance officers, risk managers, and underwriters for practices and health systems.

    Needs to prove or verify
Evidence that after-hours escalation works, for risk reviews, audits, and underwriting conversations.
    Tier that fits
    Reports from both tiers
    What they receive
Audit reports with path coverage, findings, and a data-handling statement.

  • Corporate compliance and ethics hotlines

Compliance officers, general counsel, audit committees, and the ethics and whistleblower hotline vendors they use.

    Needs to prove or verify
That the hotline works from the first ring to the closed test report, with evidence that someone other than the hotline vendor produced.
    Tier that fits
    Canary Calls
    What they receive
Scored, scripted synthetic test reports with timestamps, audio, transcript, routing and acknowledgment timing, and a periodic summary for the audit committee.

  • Government agencies and public programs

Agencies that contract after-hours or emergency lines, and programs that require independent secret-shopper surveys.

    Needs to prove or verify
Some public programs now require secret-shopper surveys performed by an entity independent of both the agency and the plans it oversees.
    Tier that fits
    Canary Calls
    What they receive
Scenarios defined from the contract or program requirements, with per-scenario results and evidence.
  • Investors and acquirers

Buyers and lenders doing due diligence on answering service acquisitions.

    Needs to prove or verify
An independent quality baseline for the target, rather than the seller’s own QA numbers.
    Tier that fits
    Canary Calls
    What they receive
A scored sample of campaigns with evidence and findings, dated and reproducible.
  • Franchisors and multi-location brands

Brands whose locations or vendors answer calls on their behalf.

    Needs to prove or verify
Consistent call handling across locations and vendors against one standard.
    Tier that fits
    Canary Calls
    What they receive
The same scenarios run against every location, with side-by-side scores.

One test, every party

The same scored Canary Call and its evidence can be shared, with each party's consent, with the operator, its client, the AI vendor, an insurer, or an agency.

  • No one grades their own homework

The operator, the AI vendor, and the client each have a stake in the result. CanaryTel has none.

  • Contracts can name the evidence

Agreements can reference CanaryTel results as SLA evidence, so the measure is agreed before a dispute starts.

  • Fewer disputes

Everyone sees the same timestamps, audio, and transcript. The argument moves from what happened to what to fix.

  • Each party sees what it is entitled to

On request we produce per-party report views that share only what each party may see. Client-facing report portals are on the Enterprise roadmap; today this is done by request.

Independent phone testing is already expected

Regulators, prosecutors, auditors, and industry programs already test phone lines, and several require the tester to be independent.

  1. Regulators already require third-party phone testing in some programs

CMS requires ACA Marketplace plans on the federal exchange to use a survey vendor separate and distinct from the issuer for appointment wait-time secret shopper surveys. The Medicaid managed care rule requires states to use an independent entity for secret shopper surveys starting in 2028.

These programs test provider offices; we cite them as precedent for independence, not as services we perform.

  2. Prosecutors ask whether companies test their hotline

The Department of Justice asks, in its guidance on evaluating corporate compliance programs: "Does the company periodically test the effectiveness of the hotline, for example by tracking a report from start to finish?"

  3. Auditors test phone lines with real calls

Canada’s Auditor General used test calls in its 2025 audit of Canada Revenue Agency contact centres.

  4. The answering-service industry already grades with mystery calls

Industry awards for answering services score test calls placed by independent judges. CanaryTel makes it continuous.

  5. Answer-time and accessibility targets are written into rules

Medicare Advantage plans must connect callers who need an interpreter within 8 minutes, and TTY callers within 7 minutes, on 80% of calls. Telecommunications relay services must answer 85% of calls within 10 seconds.

CanaryTel evidence supports these measures; it does not certify compliance.

Reports shaped by your obligations

Compliance reporting, in both Canary Watch and Canary Calls audit reports, follows the regulations and contracts that apply to you. It is not a fixed template.

Obligation source, what we test or measure, and the evidence in the report
Obligation sourceWhat we test or measureEvidence in the report
Client contract SLA (answer time, time-to-dispatch)Escalation SLO, dispatch latencyTimestamped dispatch capture
Client script and escalation rulesStep-by-step scenario scoringTranscript excerpts, pass or fail per step

During onboarding we list the regulations and contracts that apply and build the report from them.

A CanaryTel report provides evidence toward an obligation. It does not satisfy a regulation by itself. Customers and their counsel decide what is required.
